Operational Awareness Key Events
Surveillance Team conducts overt surveillance to prompt a response by the installation
Terrorist Incident Report sent to higher headquarters via classified channels
Key leadership makes Risk Management Decisions for further action
PAO prepares news release IAW OPSEC guidance
EOC alerts areas threatened as appropriate to the situation and previous OPSEC guidance
EOC alerts local law enforcement and coordinates installation security force actions
Detecting the surveillance is only one of the training tasks;
Organization MUST have a plan on how to respond IAW public law and the their own unique capabilities and limitations
Surrounding community or installation employee detects activity and alerts local law enforcement or organization’s POC
Guard force detects activity and detains suspects or alerts organization
Local Law Enforcement arrests suspects and/or alerts installation
Integrating surveillance detection efforts of local law enforcement, installation guard force and general workforce dramatically increases capability
Installation EOC
Installation security and intel assess reports and make recommendations to the commander for further action
