The internationalization and brutalization of modern terrorism makes it very clear that we have entered into an age of super and cyber terrorism with its serious implications for national, regional, and global security concerns. The legal response to this challenge is critical.

This volume focuses on a broad range of relevant topics (e.g., definitions; human rights; ethnic, racial, and religious intolerance and violence) and selected legislation, treaties, and cases.

The materials incorporated in this publication is selected specifically from proceedings of several international seminars held in Washington, DC, as well as the legal research conducted at the Inter-University Center for Legal Studies (International Law Institute) and the Inter-University Center for Terrorism Studies (administered by the Potomac Institute for Policy Studies).

Contributors to this volume include Stephen P. Cohen (Brookings Institution), M. Anthony Fainberg (Federal Aviation Administration), Christopher C. Joyner (Georgetown University), Martin Mendelsohn (Verner, Liipfert, Bernhard, McPherson & Hand), Michael J. O'Neil (Preston, Gates, Ellis & Rouvelas, Meeds), Philip C. Prof. Yonah Alexander is Senior Fellow and Director, International Center for Terrorism Studies, Potomac Institute for Policy Studies, as well as Director, Inter-University Center for Terrorism Studies and Co-Director, Inter-University Center for Legal Studies. He has published over 70 books in the field of terrorism and international affairs and is founding editor of Terrorism: An International Journal.

Prof. Edgar H. Brenner is Co-Director of the Inter-University Center for Legal Studies in Washington, D.C. He is also Legal Counsel to the Inter-University Center for Terrorism Studies and co-editor (with Prof. Alexander) of a four-volume set on Legal Aspects of Terrorism in the United States.
