Chad is the target of ongoing attacks by Sudan-backed Janjaweed militias. The increasingly serious and systematic violence is directed against civilians, including the large population of internally displaced Chadians and Sudanese refugees. Violence and atrocities against individuals as well as economic crimes pose a serious threat to Chad's internal security. President Idriss Deby has accused Sudan of exporting war throughout the region.

Security in Southern and Eastern Sudan continues to deteriorate, while the government continues to refuse a UN peacekeeping force.

Zimbabwe's inflation rate reached 1,193.5 percent in May. The International Crisis Group comments on "Zimbabwe's Continuing Self-Destruction" in this new report:
"With the economy in free fall, the potential end of Robert Mugabe's presidency looming, and deep cracks dividing both the ruling Zimbabwe African National Union Patriotic Front (ZANU-PF) party and the opposition Movement for Democratic Change (MDC), unrest and violence threaten. With anger widespread, ZANU-PF wants to avoid a popular vote by using the legislature it controls to establish a "transitional presidency" and appoint a successor to Mugabe. The rising influence of the military is also troubling. Opposition forces need to put their disputes behind them and present a unified front to take on a government that is increasingly desperate and dangerous. The international response to the growing misery and danger has been unfocused and ineffective. African leaders and institutions like the African Union (AU) have failed to come to terms with the situation."

"Uribe's Re-election: Can the EU Help Colombia Develop a More Balanced Peace Strategy?" is a new International Crisis Group report that finds:
"To end Colombia's 40-year armed conflict, its re-elected president needs to balance security efforts with policies addressing the war's root causes, lawfully reinserting ex-combatants and advancing peace talks with the guerrillas. Following Įlvaro Uribe's 28 May landslide victory, a comprehensive three-tier National Peace and Development Strategy is needed to complement military efforts. Uribe needs not only to maintain military pressure on the insurgents, particularly the largest group, the FARC, but also to recognise a political response is required that focuses on a peace strategy and addresses key regional/municipal development issues. The international community, particularly the EU, which has long put emphasis on more balanced policies, should encourage Uribe to do this, and if he does, then contribute decisively to achieving greater progress toward peace during the next four years."

US Treasury Secretary Snow addressed AML/CFT at G8 the G8 meeting:
"I was grateful that Minister Kudrin asked me to be the lead speaker on anti-money laundering and terrorist finance.  The United States has been at the forefront of a concerted effort to track and disrupt the financial activities of terrorists and money launderers in cooperation with our G-8 partners.  We have made enormous progress over the last three years.  We worked with the Financial Action Task Force to revise and strengthen the Standards on money laundering and terrorist finance.  Largely as a result of our leadership, the IMF and World Bank Executive Boards adopted a consistent framework for assessing countries' compliance with FATF Recommendations and comprehensive AML/CFT assessments are a regular part of all financial sector assessments and on-going surveillance.  We issued an Action Plan and have taken steps to strengthen our asset freezing systems and actions, enhance information sharing, and develop multilateral financial tools to disrupt criminal and illicit activity. To be sure, there is unfinished business and continued terrorist attacks remind us of the need to meet these challenges.  Our Ministries must continue with the development of financial information relevant to counter-terrorism investigations and to develop and apply targeted financial sanctions against terrorist networks.  Countries must develop strong AML/CFT programs and apply new tools to disrupt illicit financial networks.  As called upon by our leaders at Gleneagles, we must take decisive multilateral action against WMD proliferation networks and supporters.  But the record of progress is unmistakable and the international financial system is a safer place because of it.

Lloyd's new report "Climate Change, Adapt or Bust" warns insurers to face the growing threat or risk being swept away. The report finds:
* recent natural disasters have revealed the inadequacy of capital and pricing models, so catastrophe models must be updated regularly to keep pace with the latest scientific evidence;
* the industry must take a new approach to underwriting, looking ahead and factoring in climate change scenarios, rather than simply basing decisions on historical records ? especially with extreme windstorm seasons set to continue;
* insurers must prepare for the impact of climate change on asset values. Underwriting for profit will be crucial;
* insurers must regularly review and communicate conditions of coverage in light of the impact of climate change; and
* effective partnership with business and government will be key to mitigating risk.
