Government forces in Chad attacked United Front for Democratic Change (FUC) rebel strongholds on the eastern border.

In eastern Democratic Republic of Congo, renegade General Laurent Nkunda, who formed the National Congress for the Defense of the People (CNDP), has threatened the forcible removal of any national troops operating in areas under his control. His troops have been responsible for numerous attacks against government soldiers and civilians.

Aid worker Donal O'Sulleabhain of Ireland was abducted in the Ogaden region of Ethiopia on Monday. After negotiation, he and his Ethiopian colleague were released. Aid operations were suspended following the kidnappings.

Simon Bikindi has pleaded not guilty to six war crimes charges at the International Criminal Tribunal for Rwanda. The well-known singer and composer is accused of using his songs to incite supporters to kill Tutsis during the 1994 genocide.

Mamadou Sane and Alassane Sane have been arrested in Senegal's southern Casamance region in connection with a mine explosion earlier this month that killed an International Committee of the Red Cross worker and injured three others.

Somalia's interim President Abdullahi Yusuf escaped an apparent assassination attempt. A suspected car bomb and a second explosion targeting his convoy killed five people, including Yusuf's younger brother and a Ugandan security official. In the gun battle that followed six attackers were killed. Two others were arrested. The Union of Islamic Courts (UIC) has condemned the attack, but suspicion remains that Islamic militants were behind it. Meanwhile, allegations of links between UIC and al Qaeda continue, and UIC has opened training camps n schools in preparation for holy war. UIC has carried out its first public execution by firing squad against a young man who killed a person while stealing his mobile phone. A second man involved will be executed later.

Abdus-Salaam Ebrahim, former coordinator of People Against Gangsterism and Drugs (PAGAD), was sentenced in South African court to four years in prison for a 1998 attack on a drug dealer.

In Sudan's Darfur region security has steadily worsened; rights abuses are committed on a large scale by government forces, associated militia and rebel groups; civilians are specifically targeted and sexual violence is rising. In the past three years more than 400,000 people have lost their lives and more than two million have been driven from their homes, many for two or three times. Those responsible are not held accountable and continue their actions with impunity.

Argentine rebel leader Enrique Gorriaran Merlo has died of a heart attack. He founded the People's Revolutionary Army and commanded the group that assassinated Nicaraguan military ruler Anastasio Somoza in 1980.

Canada's Arar inquiry has ended. The commission cleared Canadian engineer Maher Arar of any ties to terrorism. They blamed the Royal Canadian Mounted Police (RCMP) and the US government for Arar's capture and extraordinary rendition to Syria, where he was tortured for more than a year. Evidence was flawed, and the US did not share the details of their intentions with Canada. The commission called for an independent and credible review of three similar cases.

The Chilean hit squad that assassinated Chilean Foreign Minister Orlando Letelier during the Allende government and a colleague in Washington DC remains the most audacious case of state-sponsored terrorism on US soil. Investigations into the 1976 car bombing have implicated former dictator General Pinochet, but have reached a dead end at President Bush's White House. 21 September marked the 30th anniversary, with fresh calls for US cooperation, including declassification of documents that may show US complicity.

The Revolutionary Armed Forces of Colombia (FARC) has reportedly threatened to bomb shopping malls in northern Bogata, leading the US embassy to issue a warning to its staff and tourists. Colombian authorities denied issuing a warning. Although FARC has not undertaken major attacks in the capital since 2003, clashes in the northeast between government forces and armed groups harm the indigenous population and displaced thousands.

Peru's former intelligence chief Vladimiro Montesinos sentenced to 20 years in jail for his involvement in an illegal arms sale to the Revolutionary Armed Forces of Colombia (FARC) rebels. He was previously sentenced to prison for corruption and plotting to overthrow the government.

The US Department of Defense Inspector General found no evidence that the "Able Danger" program had identified Mohamed Atta and other 9/11 terrorists prior to the attack.

Murat Kurnaz, a German citizen of Turkish extraction, has been released after nearly five years detention in the US camp at Guantanamo Bay, Cuba. EU parliamentarian Cem Ozdemir visited him, and reports back. Meanwhile, the International Committee of the Red Cross plans to meet with the 14 prisoners held in secret locations by the CIA now that they are in Guantanamo Bay. The fate of dozens of other secret detainees remains unknown.

A California jury deadlocked during the penalty phase in the trial of Aryan Brotherhood members Barry Mills and Tyler Bingham. This eliminated the death sentence, and instead they will serve life in prison for racketeering, murder, and conspiracy.

Nuradin M. Abdi and Iyman Faris were charged in federal court with plotting to blow up a shopping mall in Columbus, Ohio. An appeals court has now admitted evidence previously suppressed for lack of warrant.

Australian Federal Police acknowledge that there is no evidence that Joseph ("Jihad Jack") Thomas planned a terrorist attack in the country. Thomas is the first Australian subject to a control order, which he has asked for the high court to review and overturn.

China and Tajikistan held their first joint antiterrorism exercise.

Indonesia has executed by firing squad Fabianus Tibo, Marianus Riwu and Dominggus Silva. The three Indonesian Christian militants were convicted of inciting religious riots in Central Sulawesi in 2000. Security was increased in case the executions sparked fresh Christian-Muslim violence.

Three Islamic militants, Amrozi, Mukhlas, and Imam Samudra, face execution for the 2002 Bali bombings. In their appeal to Indonesia's Supreme Court, they plan to request beheading rather than a firing squad.

Philippines Armed Forces Chief of Staff General Hermogenes Esperon told an investigative commission the New People's Army (NPA) has murdered more than 1,200 people over the past five years, most of them civilians.

In southern Thailand, a roadside bomb attack on Saturday injured four police officers, and there was a spate of arson and bomb attacks in Narathiwat at the start of the week. The removal of Prime Minister Thaksin Shinawatra is generally thought likely to reduce the level of violence in the region.

The French Defense Ministry issued a statement refusing to confirm a L'Est Republicain newspaper report quoting a secret service source that Osama bin Laden died of typhoid last month. Time magazine reports similar findings from Saudi sources, although Saudi authorities deny the claim. French President Jacques Chirac has ordered an inquiry into the leak of a secret service memo.

German broadcaster ARD says they have identified three alleged US Central Intelligence Agency (CIA) pilots they believe assisted in the extraordinary rendition of German citizen Khaled el-Masri, who was imprisoned and tortured in Afghanistan. As a parliamentary inquiry into the incident continues, pressure is growing for government action against those responsible.

Irish diplomat Aine De Baroid has been transferred from Northern Ireland to Dublin following a threat made against her by a faction of the Ulster defense Association (UDA).

Norwegian authorities have arrested four people in connection with an alleged plot to decapitate the Israeli ambassador and blow up the US and Israeli embassies.

Turkish Prime Minister Recep Tayyip Erdogan has asked the Iraqi government to list the Kurdistan Workers' Party (PKK) as a terrorist organization. He wants PKK offices in Iraq closed, and better border security to prevent continued incursions and attacks inside Turkey.

The UK Home Office released "Addressing Lessons from the Emergency Response to the 7 July 2005 London Bombings". The new report highlights flaws in communications, information sharing, and systems for caring for and compensating the survivors and families of the victims.

Joseph Harris has become the first person convicted under new economic sabotage laws. The cancer researcher and animal rights protester has been jailed for three years for sabotaging three companies linked to Huntingdon Life Sciences.

Suspected Animal Liberation Front extremists are believed responsible for freeing 15,000 halibut from a Scottish fish farm, resulting in more than GBP 500,000 in damages. They were released directly into the sea, and thousands have died.

In Gaza, daily attacks from Israeli forces continue. The worst incident took place early on Thursday, when Israeli fire killed five Palestinians including three teenage sheepherders, and a raid killed a militant and a woman.

Violence in Iraq has reached new highs. Despite major security efforts over the summer, an unprecedented number of civilians - 3,590 - were killed in July, bringing the total for July and August to nearly 6,600, most of them in Baghdad. The human rights situation is terrible, with torture perhaps worse than under Saddam Hussein.

Incidents in Iraq over the past week included the following. On Monday in Iraq a suicide bomber at a market in Talafar killed at least 20 people. Another suicide attacker struck outside an Iraqi police recruitment center in Ramadi, killing 13. In Baquba, four members of a Shia family were shot dead as they prepared to leave, and two others killed as they left their home. Basra's anti-terrorism department head Lieutenant-Colonel Fawzi Abdul Karim al-Mousawi, kidnapped last Sunday, was found dead on Monday. Northeast of Baghdad, a roadside bomb killed three Iraqi soldiers. In the city, 14 bodies were found, tortured and shot in the head. On Tuesday a suicide car bombing killed four and injured two soldiers. Other car bombings, shootings, and sectarian attacks raised the death toll to 50. On Wednesday a suicide bomber smashed his car into the house of a tribal leader in Samarra. Wednesday, killing six people and wounding 37, most children. Three roadside bombings injured 12 civilians in Hillah. The day before Ramadan began at least 20 people were killed in bombing and shooting incidents. Hundreds of corpses, many showing signs of torture, have been found throughout the week across Baghdad.

The holy month of Ramadan began on Saturday with a fresh explosion of violence. A car bomb exploded in the Shiite slum of Sadr City, Baghdad, killing at least 37 people, at least half women getting their cooking fuel. Dozens more were injured. In Najaf, gunmen shot dead tribal leader Fadhil Abu Seybi.

Israeli prosecutors have filed criminal charges against Mohammed Srur, Maher Hourani and Hussein Suleiman. They say the men were captured during the conflict in Lebanon and face charges of murder and membership of a terrorist organization.

Sajida al-Rishawi has been sentenced in Jordanian court to death for her role in the suicide attacks in Amman hotels that killed 60 people last November.

Hundreds of thousands gathered in Lebanon to join a Hezbollah victory rally led by Sheikh Hassan Nasrallah. Israel has dismissed his claim of victory.

On Monday in Afghanistan the first suicide bomb targeted NATO troops in Kandahar province. Four Canadian troops were killed and about 25 civilians, many children were injured. In Kabul the second suicide bomber blew himself up, killing three.  A third suicide bomber in Herat province killed ten and injured 18. Turkish engineer Mustafa Asimi was held captive for two weeks but his body was found abandoned in Helmand on Tuesday. Fighting in Helmand province on Wednesday reportedly killed up to ten Taleban. An armed assault on Friday killed 19 construction workers on a bus in Kandahar province. Police report 20 Taleban and one policemen were killed in Uruzgan province: the Taleban deny any casualties and insist they killed 14 policemen.

Jama'atul Mujahideen Bangladesh (JMB) leaders Abdur Rahman and Siddiqul Islam Bangla Bhai and five associates have been issued official death warrants for the November 2005 killing of two judges.

In southwestern Bangladesh, police report several incidents in which murderers have disguised themselves as women by wearing the religious burka clothing, concealing firearms underneath.

India has continued sentencing of the 123 defendants on trial for the twelve 1993 Bombay (Mumbai) bombings that killed 257 people. This week Asgar Mukadam and Shahnawaz Qureshi were found guilty of driving a van carrying explosives to a cinema. Abdul Gani Turk was convicted of planting explosives in the crowded Century Bazar market - the deadliest attack, in which more than a hundred people died. Parvez Shaikh was found guilty of planting a bomb in a scooter and a second explosive in a suburban hotel. Dawood Phanse has been found guilty of meeting the masterminds Dawood Ibrahim and Tiger Memon in Dubai and providing weapons. Sharif Parker was found guilty of identifying an arms training location, helping transport weapons, and arranging meetings.

The United Liberation Front of Assam (ULFA) has called for a level playing field in direct talks, amid accusations they have continued practices of extortion.

In Nagaland, separatists forced India's Oil and Natural Gas Corporation out of the state more than a decade ago, but the local government has agreed that they can now provide sufficient security to warrant production and exploration operations.

India and Pakistan leaders are establishing a dialog group between security agencies, in addition to talks between Prime Minister Singh and President Musharraf.

"With Friends Like These... Human Rights Violations in Azad Kashmir" is a new Human Rights Watch report that cites torture, censorship and political repression of government opponents in the area devastated by last year's hurricane.

Nepalese businesspeople demonstrated in southern Nepal against interference and extortion by Maoist rebels, which they say have operated freely since the ceasefire. A demonstration near the capital Kathmandu called for help for the victims of the Maoist insurgency. Dozens of people were arrested and about six were injured in scuffles with police.

Pakistan's President Pervez Musharraf told the UN General Assembly that terrorism and extremism will continue attracting alienated Muslims until foreign occupation and suppression end.

While in the US, President Musharraf gave an interview to the television news program 60 Minutes. In it, he said that then Deputy Secretary of State Richard Armitage threatened to bomb Pakistan back to the Stone Age if it didn't cooperate in the US war on terror. President Bush says he was unaware of the incident, but urged people to buy Musharraf's new book.

In northwestern Pakistan Islamic militants were blamed for a roadside bomb that injured two aid workers, their driver and a passerby.

Sri Lanka's navy and airforce bombed a suspected Tamil Tiger ship, killing eight of the twelve crewmembers. The government said they believed the ship was carrying arms and ammunition. In the northern Jaffna peninsula, Tamil Tigers attacked an army convoy, killing four soldiers. The air force continued bombing rebel targets in eastern Batticaloa district.

African leaders meeting at the UN General Assembly called for attention to both the inequities and damage of global trade and to its benefits. Equatorial Guinea President Teodoro Obiang Nguema Mbasogo said wealthier countries use unfair means to maintain economic dominance and political influence, and that while the actions of terrorists are deplorable, the world should not be surprised because the activity remains as the recourse of the oppressed. Namibian President Hifikepunye Pohamba welcomed G8 commitments last year and called for greater cooperation between the UN, the African Union (AU) and other regional and sub-regional bodies while voicing concern at the slow pace at which the world is tackling the issue of development. Sao Tome and Principe President Fradique Bandeira Melo de Menezes said it is time to face the unspoken truths about poverty, particularly bad government. Zimbabwean President Robert Mugabe said that despite numerous international agreements there remains a wide gap between rhetoric and action, and expressed particular frustration at the use of economic sanctions that retard development efforts and represented an unwarranted interference in domestic affairs, including the fight against HIV/AIDS.

Campaigning for the run-off presidential election in the Democratic Republic of the Congo (DRC) between President Joseph Kabila and Vice-President Jean-Pierre Bemba will take place from 13 to 27 October. Campaigning for the provincial elections will run from 28 September to 27 October. The first round of elections was held in July - the first free elections in 45 years. At the beginning of the week there were angry protests when supporters of opposition leader Bemba took to the streets to protest a suspicious fire set off at party headquarters, destroying his radio and television stations.

UN Special Representative for Sudan Jan Pronk told the Security Council that the Darfur Peace Agreement (DPA), which was supposed to end the fighting in the war-torn region of western Sudan, is in a coma and violated day after day, while lacking the respect of most locals. Although a good agreement in theory, it lacks the support of several key rebel groups who have since been marginalized from the peace process. Consultations and a truce are necessary, particularly with the diminished efficacy of the African Union (AU) peacekeeping force. Sudan continues to refuse replacing the depleted AU force with international peacekeepers under UN auspices. However, the AU has agreed to extend the peacekeeping mandate through the end of the year, rather than leaving at the end of this month.

Asylum applications in most industrialized countries continue to drop, largely due to fewer people applying in Europe after the introduction of more restrictive policies as well as to improved conditions in some of the main countries of origin. During the first six months of 2006, 134,900 asylum applications were submitted in Europe, North America, Australia, New Zealand and Japan - a drop of 14 per cent over the same period last year. The Institute of Medicine released a report evaluating drug safety regulation at the US Food and Drug Administration. It found that:

* The drug safety system is impaired by the following factors: serious resource constraints that weaken the quality and quantity of the science that is brought to bear on drug safety; an organizational culture in CDER that is not optimally functional; and unclear and insufficient regulatory authorities particularly with respect to enforcement.
* FDA and the pharmaceutical industry do not consistently demonstrate accountability and transparency to the public by communicating safety concerns in a timely and effective fashion.

The US National Transportation Safety Board reports that deaths from transportation accidents in the United States in 2005 totaled 45,636, up from 45,092 in 2004. Highway transportation, which by far accounts for the largest portion of fatalities, rose to 43,443 in 2005 from 42,836 in 2004. Motorcycle fatalities jumped substantially to 4,553 in 2005 from 4,028 the previous year. Buses, light trucks and vans, medium and heavy trucks, and pedestrian deaths also showed increases. However, passenger car fatalities fell from 19,192 in 2004 to 18,440 in 2005. The number of persons killed in all aviation accidents in 2005 dropped to 616 from 652 in 2004. Airline fatalities increased from 14 to 22, while air taxi deaths dropped sharply from 64 in 2004 to 18 last year. General aviation fatalities in 2005 ticked up slightly to 562 from 558. Total rail fatalities decreased from 816 in 2004 to 789 in 2005, with declines reflected in both the intercity and transit categories. Marine deaths showed a slight increase from 765 in 2004 to 769 in 2005. Recreational boating deaths, the largest marine category, jumped to 697 from 676, while cargo transport fatalities dropped substantially to 12 in 2005 from 26 in 2004. Pipeline fatalities decreased in 2005 from 23 to 19, with 17 deaths related to gas pipelines and 2 to liquid pipeline operations.

In conjunction with the International Monetary Fund (IMF) and World Bank annual meetings, two new books were launched.

Catriona Purfield, and Jerald Alan Schiff, wrote "India Goes Global: Its Expanding Role in the Global Economy". The book begins:
"There can be little doubt that India is an emerging global economic power. India's economic growth has averaged some 8 percent over the past three years, placing it among the world's fastest growing economies. As a result of more than a decade of solid growth, India's share of world output, at purchasing-power-parity-adjusted exchange rates, has increased from 4.3 percent in 1990 to 5.9 percent in 2005. Growth has been robust in the face of shocks, including the Asian crisis of 1997-98, several below-par monsoons, and the recent sharp increases in energy prices. In line with good growth, poverty has declined dramatically, with estimates indicating a drop in the poverty rate from 41 percent in 1992-93 to less than 29 percent in 2000. The reform process that has helped make this possible - and which began in earnest in 1991 - as made steady progress despite several changes in political leadership. Looking ahead, it appears that the broad path of reform - although no the pace or details - is firmly established. And success begets success. India is now more than ever a focus for international investors, who are eager to take part in a new India."
