Kenyan police continued their crackdown on the outlawed Mungiki sect, killing eight on Monday. The three-year-old British girl taken hostage by kidnappers in Nigeria was freed unharmed Sunday night, reportedly without paying a ransom. Since January 149 expatriates have been abducted in the Niger Delta. She was one of three children kidnapped this year, and the first foreign child. Most of those kidnapped have been released after a ransom payment. The Movement for the Emancipation of the Niger Delta (MEND) says that the kidnapping was unrelated to political violence and their armed struggle over control of resources will continue.

On Tuesday several explosions in Mogadishu's Bakara market killed two people. A local government official was shot and seriously injured, and one of his bodyguards was killed. On Wednesday mortar shells were fired at the presidential palace, and 13 government soldiers were arrested for allegedly hijacking two food aid trucks. Overnight there was a barrage of mortar bombs. On Thursday mounting violence killed another six people. Attacks accelerated, with major fighting on Saturday, including attacks on hotels of the reconciliation conference envoys.

On Monday near Baghdad's main bus terminal two roadside bombings minutes apart killed four and injured 21. In Adhamiya district insurgents ambushed and killed two Iraqi soldiers and two policemen responding to a bomb warning. Mosul security director Brigadier-General Abdul Razaq Asel was kidnapped while visiting his family in the same district. A roadside bomb in central Karrada district killed one civilian and injured four. In south Baghdad a suicide car bomber rammed an Iraqi checkpoint, killing three soldiers and four policemen. In western al-Harthiya district, a car bomb killed one and injured three. Police found 26 bodies across the city. Near the town of Balad a roadside bomb killed nine Iraqi soldiers and injured 20 others. Ishaqi gunmen attacked the home of a tribal leader, killing one person. US operations in eastern Baghdad left eight suspected al Qaeda in Iraq dead.

On Tuesday gunmen attacked a police patrol in northern Baghdad, killing at least four policemen and injuring two. In southern Saidiya district gunmen attacked a police checkpoint, killing one policeman and injuring eight civilians. In the southwest a car bomb near a police station injured two people. 26 bodies were found across the city. Balad gunmen set up a fake checkpoint where they killed three policemen and inured a fourth. In Ishaqi, gunmen kidnapped three brothers at a fake checkpoint. In Falluja, a suicide motorcycle bomber attacked a police patrol, injuring two policemen. A mortar round injured a woman when it hit her house in Iskandariya. Four more mortars killed two and injured 17. Gunmen broke into a civil servant's home, killing him.  Kirkuk police found two bodies, tortured and shot. In Najaf, gunmen killed one and injured a second person, while another armed assault killed a police intelligence officer. A military checkpoint was attacked near Samarra, leaving five Iraqi soldiers dead and three injured. Iraq's defense ministry reports that soldiers killed 37 militants, arrested 51 and detained 65 other suspects. US forces report detaining 17 suspected militants in central and northern Iraq. UK forces report killing three militants involved in weapons smuggling.

On Wednesday in northern Baghdad gunmen attacked a police patrol, killing four policemen and injuring two. 30 bodies were found across the city. In Diwaniya gunmen killed a policeman in his car. In Garma gunmen locked at least 11 people inside a house and blew it up, killing those inside. Haswa police found two tortured bodies. The mayor of Samarra was shot and killed. US soldiers handed 12 bodies to Tikrit's general hospital: the cause of death was unknown. Iraq's Interior Ministry reported that police found 200 suicide belts and explosives on a truck entering from Syria. A 2-day joint US-Iraqi operation in Baghdad left 20 suspected al Qaeda dead.

On Thursday 28 bodies were found across the city of Baghdad. In Falluja a suicide bomber on a bicycle injured a policeman at a checkpoint. A car bomb in a crowded Mosul market killed two and injured ten. Another car bomb injured two policemen. A US airstrike on Diwaniya killed five members of the Mehdi Army militia and five civilians. In Tal Afar a suicide bomber targeted a policeman's wedding ceremony, killing four and injuring ten. US forces report detaining 19 suspected al Qaeda militants during two days of operations in central and northern Iraq.

On Friday gunmen in central Baghdad killed five Iraqi guards near an interior ministry gate. In eastern Dora neighborhood a roadside bomb killed an Iraqi soldier and injured two. An Iraqi translator for Reuters was shot and killed. 21 bodies were found across the city. In the northern town of Dour gunmen attacked a checkpoint, killing four policemen and two soldiers. In Mosul a roadside bomb killed one policeman and injured eight officers and a civilian. In Samawa a roadside bomb near a bus station killed two children and injured six.  Police recovered three tortured bodies from a river near Sawayra, where a drive-by shooting killed an Iraqi soldier. US soldiers launched a dawn raid in east Baghdad to arrest an Iraqi police lieutenant suspected of militant links. During the raid US soldiers killed at least six Iraqi policemen and seven suspected militants. A US air strike near Baquba killed six suspected insurgents. An explosion near a US patrol left one soldier dead, while another died on foot patrol when he stepped on a landmine.

On Saturday in central Baghdad's Karrada district a car bomb near a gas (petrol) station killed seven and injured 15. A drive-by shooting in the northern Shaab district killed a senior Iraqi civil servant. In southern Baghdad a car bomb killed one and destroyed an apartment building. 21 bodies were found across the city. In Diwaniya a US air strike killed five suspected insurgents. An attack in Jbela left eight Shiites from the same family shot dead. A Kut policeman was killed in a drive-by shooting in front of his home. In Madaen former deputy prime minister Ahmed Chalabi survived an assassination attempt. Six bodies, one decapitated, were recovered from the Tigris river near Suwayra. In Wihda two bodies were found, one decapitated. US forces reported detaining 18 suspected militants linked to bombing cells.

Today in central Baghdad's Jadiriyah district a car bomb killed four and injured 15. In western Washash district eight bodies were found. The mayor of Aziziyah's wife and son were shot and killed. Near the Baiji oil refinery a roadside bomb targeting a tanker killed the driver. In Falluja an officer in the old Iraqi army died in a drive-by shooting.

The National Transportation Safety Board made twenty safety recommendations in connection with the collapse of a ceiling tile in a highway connector tunnel ceiling in Boston, Massachusetts. These include:
* Developing standards and protocols for the testing of adhesive anchors to be used in sustained tensile-load overhead highway applications. These standards and protocols should consider site-specific ultimate strength values as well as the creep characteristics of the adhesive over the expected life of the structure;
* Prohibiting the use of adhesive anchors in sustained tensile-load overhead highway applications where failure of the adhesive would result in a risk to the public until testing standards and protocols have been developed and implemented that ensure the safety of these applications;
* Developing specific design, construction, and inspection guidance for tunnel finishes and incorporate that guidance into a tunnel design manual;
* Reviewing the use of adhesive anchors in highway construction within your jurisdiction and identify those sites where failure of the adhesive under sustained load could result in a risk to the public. Once those sites have been identified, implement an inspection and repair program to ensure that such failures do not occur;
* Requiring creep testing for the qualification of all anchor adhesives.
* Disqualifying for use in sustained tensile loading any adhesive that has not been tested for creep or that has failed such tests;
* Using building codes, forums, educational materials, and publications to inform design and construction agencies of the potential for gradual deformation (creep) in anchor adhesives and to make them aware of the possible risks associated with using adhesive anchors in concrete under sustained tensile-load applications.

7. Recommended Reading

On Thursday, the National Security Council released a report on interim progress for the new way forward in Iraq, as required by Congress. There are two major aspects to the review: military and political.

Following the introduction and an explanation of the strategy, the 25-page report provides an update on the security situation in Iraq. It begins, "The security situation in Iraq remains complex and extremely challenging. Iraqi and Coalition Forces continue to emphasize population security operations in Baghdad, its environs, and Anbar province to combat extremist networks, and create the space for political reconciliation and economic growth.  As a result of increased offensive operations, Coalition and Iraqi Forces have sustained increased attacks in Iraq, particularly in Baghdad, Diyala, and Salah ad Din.  Tough fighting should be expected through the summer as Coalition and Iraqi Forces seek to seize the initiative from early gains and shape conditions for longer-term stabilization.  These combined operations -- named Operation Phantom Thunder -- were launched on June 15, 2007, after the total complement of surge forces arrived in Iraq.  The full surge in this respect has only just begun". Details of operations in Baghdad, Babil, Diyala, and Anbar provinces follow.

Political reconciliation efforts are bottom-up, and the report explains, " Moving key legislation depends on deal-making among major players in a society deeply divided along sectarian, ethnic, and other lines.  Meaningful and lasting progress on national reconciliation may also require a sustained period of reduced violence in order to build trust.  For this reason, most of the major political benchmarks identified in the legislation -- i.e., final passage of monumental pieces of legislation through Iraq’s Council of Representatives by consensus -- are lagging indicators of whether or not the strategy is succeeding or is going to be successful." They cite the absence of national leadership but site examples they say provide hope that "the Government of Iraq and major political figures can overcome the dynamics that otherwise inhibit effectiveness".

The economic indicators show "modest" improvement.

Key to maintaining support in the US are 18 Congressional Benchmarks. Their status is summarized herewith:

1- Forming a Constitutional Review Committee and then completing the constitutional review

Assessment: The Government of Iraq has made satisfactory progress toward forming a Constitutional Review Committee (CRC) and then completing the constitutional review.

2- Enacting and implementing legislation on de-Baathification reform

Assessment: The Government of Iraq has not made satisfactory progress toward enacting and implementing legislation on de-Baathification reform

3- Enacting and implementing legislation to ensure the equitable distribution of hydrocarbon resources to the people of Iraq without regard to the sect or ethnicity of recipients, and enacting and implementing legislation to ensure that the energy resources of Iraq benefit Sunni Arabs, Shia Arabs, Kurds, and other Iraqi citizens in an equitable manner

Assessment:  The current status is unsatisfactory, but it is too early to tell whether the Government of Iraq will enact and implement legislation to ensure the equitable distribution of hydrocarbon resources to all Iraqis.

4- Enacting and implementing legislation on procedures to form semi-autonomous regions

Assessment: The Government of Iraq has made satisfactory progress toward enacting and implementing legislation on procedures to form semi-autonomous regions.

5- Enacting and implementing legislation establishing an Independent High Electoral Commission, provincial elections law, provincial council authorities, and a date for provincial elections

Assessment:  There are multiple components to this benchmark, each deserving its own assessment:
* Establishing the IHEC Commission:  The Government of Iraq has made satisfactory progress toward establishing an IHEC Commission.
* Elections Law:  The Government of Iraq has not made satisfactory progress toward establishing a provincial elections law.   Drafting of the law has just begun.
* Provincial Council Authorities:  The Government of Iraq has not made satisfactory progress toward establishing provincial council authorities.
* Provincial Elections Date:  The Government of Iraq has not made satisfactory progress toward establishing a date for provincial elections.

6- Enacting and implementing legislation addressing amnesty

Assessment:  The prerequisites for a successful general amnesty are not present; however, in the current security environment, it is not clear that such action should be a near-term Iraqi goal.  

7- Enacting and implementing legislation establishing a strong militia disarmament program to ensure that such security forces are accountable only to the central government and loyal to the constitution of Iraq

Assessment:  The prerequisites for a successful militia disarmament program are not present.  

8- Establishing supporting political, media, economic, and services committees in support of the Baghdad Security Plan

Assessment:  The Government of Iraq has made satisfactory progress toward establishing supporting political, media, economic, and services committees in support of the Baghdad Security Plan.   

9- Providing three trained and ready Iraqi brigades to support Baghdad operations

Assessment:  The Government of Iraq has made satisfactory progress toward providing three trained and ready Iraqi brigades to support Baghdad operations

10- Providing Iraqi commanders with all authorities to execute this plan and to make tactical and operational decisions in consultation with U.S. Commanders without political intervention to include the authority to pursue all extremists including Sunni insurgents and Shiite militias

Assessment:  The Government of Iraq has not made satisfactory progress toward providing Iraqi commanders with all authorities to execute this plan and to make tactical and operational decisions in consultation with U.S. Commanders without political intervention to include the authority to pursue all extremists including Sunni insurgents and Shiite militias.

11- Ensuring that Iraqi Security Forces are providing even-handed enforcement of the law

Assessment:  The Government of Iraq has not at this time made satisfactory progress in ensuring that Iraqi Security Forces are providing even-handed enforcement of the law; however, there has been significant progress in achieving increased even-handedness through the use of coalition partnering and embedded-transition teams with Iraqi Security Force units. ... Because we are holding the ISF to a high standard, however, the overall judgment at this time remains unsatisfactory.  

12- Ensuring that, as Prime Minister Maliki was quoted by President Bush as saying, "the Baghdad Security Plan will not provide a safe haven for any outlaws, regardless of [their] sectarian or political affiliation"

Assessment:  The Government of Iraq has made satisfactory progress in ensuring the Baghdad Security Plan does not provide a safe haven for any outlaws, regardless of their sectarian or political affiliations.

13- Reducing the level of sectarian violence in Iraq and eliminating militia control of local security

Assessment:  The Government of Iraq -- with substantial Coalition assistance -- has made satisfactory progress toward reducing sectarian violence but has shown unsatisfactory progress towards eliminating militia control of local security.  

14- Establishing all of the planned joint security stations in neighborhoods across Baghdad

Assessment:  The Government of Iraq -- with substantial Coalition assistance -- has made satisfactory progress toward establishing the planned JSSs in Baghdad.  

15- Increasing the number of Iraqi security forces units capable of operating independently

Assessment:  The Iraqi Government has made unsatisfactory progress toward increasing the number of Iraqi Security Forces units capable of operating independently. ... ISF performance has generally been adequate, particularly
when units are partnered with Coalition Forces.   
 
16- Ensuring that the rights of minority political parties in the Iraqi legislature are protected

Assessment:  The Government of Iraq has made satisfactory progress toward ensuring that the rights of minority political parties in the Iraqi legislature are protected.  

17- Allocating and spending $10 billion in Iraqi revenues for reconstruction projects, including delivery of essential services, on an equitable basis

Assessment:  The Iraqi Government is making satisfactory progress in allocating funds to ministries and provinces, but even if the full $10 billion capital budget is allocated, spending units will not be able to spend all these funds by the end of 2007.  

18- Ensuring that Iraq’s political authorities are not undermining or making false accusations against members of the ISF

Assessment:  The Government of Iraq has made unsatisfactory progress in ensuring that Iraq’s political authorities are not undermining or making false accusations against members of the ISF.
