An Algerian suicide bomber killed 20 and injured at least 107 people on Thursday. The suspected Islamic militant struck in the town of Batna, southeast of Algiers, as a crowd awaited a visit from Algerian President Bouteflika. Less than 48 hours later a car bomb attack killed at least 37. The explosion on Saturday also injured at least 47 people. this weekend massive trade union rallies have protested the suicide explosions. Al Qaeda in the Maghreb has claimed responsibility for the two attacks.

In Burundi, clashes between two rival factions of Burundi's National Liberation Forces (FNL) have left more than 20 people dead. This feuding is connected to political deadlock, and fuel fears of a return to ethnic violence.

In eastern Democratic Republic of Congo (DRC) fighting between the regular army and renegade troops led by General Laurent Nkunda resumed on Monday after a weekend lull. DRC used a helicopter gunship for the first time in an escalating battle for territorial control. In recent days, the army reports that some 180 rebels have been killed. The UN refugee agency says that some 170,000 people have fled the area, and there is serious concern over the growing humanitarian crisis. A ceasefire was announced on Thursday, but on Friday Nkunda said that the Congolese army had attacked, breaking the ceasefire.

Northern Niger remains under a state of alert as Niger Movement for Justice rebel attacks continue. Since MNJ was formed in February, more than 44 soldiers have been killed. On Friday at least six were taken hostage.

The hearing also reviewed the US Government Accountability Office (GAO) report "Department of Homeland Security: Progress Report on Implementation of Mission and Management Functions". The Department of Justice's Inspector General released a redacted Follow-Up Audit of the Terrorist Screening Center. It found some improvements, but an unacceptable error rate of 38 percent. Errors and omissions in the database could both lead to the detention of innocent people, and to overlooking actual terrorists.

US District Judge Victor Marrero has struck down the amended Patriot Act's National Security Letter (NSL) provision as unconstitutional. The government has 90 days in which to appeal. The Justice Department's Inspector General reported serious misuse of NSLs in March, but this is not a crime, so no prosecutions followed. Marrero previously ruled that NSLs were unconstitutional in September 2004.

In southern Thailand on Monday 35 schools in Pattani were closed for security reasons. A teacher was shot dead on his way home. In Narathiwat, a bomb exploded at a wedding party, but no one was injured, and a security defense volunteer was shot dead. In Yala a married couple was ambushed in a rubber plantation, killing the man and injuring his wife. On Tuesday in Yala, two drive-by gunmen killed a rubber tapper. On Wednesday in Narathiwat a Muslim religious teacher was shot dead by two attackers on a motorcycle. The son of a former local defense volunteer was killed in an ambush. In Yala a bomb at a mini-mart injured six people. Thursday in Yala a bomb exploded, killing a policeman and injuring two. A second bomb hidden nearby exploded later, killing a policeman and seriously injuring two others. In Narathiwat a bomb in a rubber plantation killed a rubber tapper. Five suspected insurgents were detained.

German security forces arrested three suspected terrorists on Tuesday. They reportedly belong to the Islamic Jihad Union (IJU), which is affiliated with al Qaeda, and are accused of planning massive attacks against US facilities in Germany. The volume of explosives they had obtained would have had more explosive power than those used in London or Madrid. Seven suspected accomplices are being sought. US electronic intercepts were key to the discovery.

In Russia's restive Caucasus there were several attacks this week, most in Ingushetia. Three Russian interior ministry troops were injured when their unit came under attack. On Wednesday an improvised explosive ruptured a natural gas pipeline, and an armed assault targeting a police patrol killed two officers. Gunmen injured a policeman on Thursday. An ethnic Russia woman was shot dead on Friday.

Israeli Defense Minister Ehud Barak said Wednesday that Israel is nearing a major ground assault in the Gaza Strip, to deal with the ongoing Qassam rocket fire directed at Israeli communities. On Saturday Israeli commandos disguised as Hamas captured Muhawesh al-Khadi, a Hamas leader they claim was involved with the capture of an Israeli soldier last year. On Sunday, Israeli Prime Minister Olmert said that the army would press forward attacks against Gaza without hesitation.

Iran's new defense minister, Mostafa Mohammad-Najjar, a senior commander in the Revolutionary Guards, was in command of the IRGC expeditionary force in Lebanon when on 23 October 1983, at 6:22 a.m., a suicide bomber drove a large water delivery truck to the Beirut International Airport where the Marine Barracks was located. There have been calls for an investigation into his possible role in the attack, which killed 241 US service members. The issue is of particular interest this week after US District Judge Royce C Lamberth ordered Iran to pay $2.65 billion to the families of 241 marines killed in a 1983 bombing of their Beirut barracks, for providing material and technical support to Hezbollah, which carried out the bombing. Iran has dismissed the court ruling as baseless, and aimed at plundering Iranian assets.

The civilian death toll from violence in Iraq rose slightly in August, with some 1,809 people killed, more than six months after US and Iraqi forces launched a security plan to curb violence and sectarian strife. This is at least a seven percent increase over July and is largely attributable to sectarian violence including the 14 August attack that was the deadliest since the US invasion.

Contributing to the death toll this week in Baghdad a parked car bomb exploded, killing two and injuring two on Monday. In Baghdad's northern district of Waziriya, eight electricity workers were kidnapped and killed. 15 bodies were found across the city. In Dujail a roadside bomb exploded near a house, killing a boy and injuring three of his brothers. Nearby fighting between villagers and al Qaeda left one militant dead and four injured. In Kirkuk a roadside bomb injured four civilians. Another roadside bomb exploded near a police patrol, injuring two policemen, and a third injured three Iraqi policemen. Gunmen in Mosul killed a member of the Democratic Party of Kurdistan. Mosul television cameraman Aamir al-Rashidi was also shot and killed. Near Ramada a suicide car bomber targeted a police checkpoint, killing two policemen and injuring six policemen and seven civilians. The US military reported detaining five suspected insurgents during operations to disrupt al Qaeda in Tikrit, Baghdad and Baiji.
A US air strike southwest of Mosul reportedly killed Abu Mohammad al-Afri, the purported al Qaeda mastermind of the 14 August truck bombings against Iraq's minority Yazidi community that killed more than 400 people.

On Tuesday in eastern Baghdad a roadside bomb killed one and injured five. A car bomb exploded in southern Zaafaraniya district, killing one and injuring five. In Baiji a roadside bomb killed an Iraqi army major and four soldiers. In Kirkuk a roadside bomb injured two Iraqi soldiers. Gunmen in Mosul killed a member of the Democratic Party of Kurdistan. On Wednesday Baghdad police found 11 bodies across the city. Mosul police found six bodies wearing camouflage uniforms. Two US soldiers were killed and a third injured in combat in eastern Baghdad, and two others died of injuries sustained during operations in Salahuddin.
On Thursday a US air strike in western Baghdad's Washash neighborhood killed 14 people and injured nine. 12 bodies were found across the city. In Kirkuk, a bomb bear a bakery injured four. Mosul police found the bodies of four policemen shot and killed. In Nineveh an explosion killed three US soldiers. In Tikrit, a car bomb targeting a police patrol killed three civilians and injured 17. The US military reportedly killed six insurgents and detained 25 in Tikrit, Samarra, Tarmiya, Kirkuk and Baquba. Four US soldiers were killed in combat in Anbar province. Iraqi and US forces detained six Shiite militants including an alleged insurgent commander in Baghdad.
On Friday Baghdad police found eight bodies across the city. In Al-Zab, a drive-by shooting left three people dead. In southeastern Diwaniya gunmen killed a woman. Hilla gunmen shot and killed a woman employed at the Communications Ministry in front of her house. In Kirkuk a drive-by shooting outside a mosque left two people dead and five injured. A roadside bomb injured two. Mosul gunmen killed three policemen in a drive-by shooting. Najaf gunmen killed an official in Moqtada al-Sadr's office.
On Saturday in Baghdad's Sadr City district a car bomb exploded near a police station, killing one and injuring five. At dusk, another car bomb exploded near a police station in Sadr City, killing 15 people and injuring 45. Police found 11 bodies across the city. Daquq police found four bodies shot dead, including one woman. In the town of Basheer a car bomb exploded near a police station, killing two. Turkmen residents launched a revenge attack on a nearby town. North of Kirkuk police found two bodies tortured and shot in a small town. In the holy Shiite city of Kufa an explosion in a market killed five and injured eight.
Today a roadside bomb in central Baghdad near the national stadium killed one and injured two. A mortar attack in New Baghdad injured four traffic policemen and two civilians. In a village near Baiji gunmen attacked and destroyed a police station, killing seven policemen and injuring two. Villagers arrested six attackers. A suicide bomber in Balad drove toward an Iraqi checkpoint and was shot by Iraqi guards. Three soldiers were injured. In Mahmudiya a suicide car bomber exploded near an army checkpoint, killing two and injuring six. Mosul gunmen killed three women and one man at their family home. US forces reported killing six insurgents, including a woman, and detaining 21 suspects during anti-al Qaeda operations in Tarmiya and Mosul.

In northern Iraq, the Kurdistan Workers Party (PKK) launches violent attacks across the border inside Turkey, and the US considers it a terrorist organization. At the same time, a PKK offshoot, the Kurdistan Free Life Party (PEJAK) operates in Iran, and the US supports its activities there. This contradiction is proving difficult to resolve.

Human Rights Watch reports that Israel's frequent failure to distinguish between military and civilian targets during the 2006 war in Lebanon was the primary reason for the deaths of more than a thousand Lebanese, nearly all civilians, including many women and children. There was no evidence of widespread Hezbollah shielding. Hezbollah's use of indiscriminate rocket attacks in northern Israel, which killed 39, was previously reviewed.

The Lebanese army took control of the Narh al-Bared Palestinian refugee camp in northern Lebanon, but mopping up operations continued on Monday, and a Fatah al-Islam surprise attack was defeated. Six militants were killed and three captured. The defense minister reported that at least 222 militants were killed in three months of fighting, as well as at least 160 soldiers and 42 civilians.

This week in Afghanistan began with the reported death of Mullah Mateen, a Taleban suspected in the abduction of 23 South Koreans: two were killed, and 21 released late the previous week. On Saturday a predawn operation in Helmand came under attack, killing two British soldiers, injuring two, and killing more than 30 Taleban. Canadian troops launched a major offensive in the Zhari district of Kandahar. Two Canadian soldiers were injured when a roadside bomb exploded today, and Taleban on motorbikes ambushed a World Food Program convoy. 13 Taleban were killed and two police died and eight were injured.

The EU plans to include aviation in its Emissions Trading Scheme (ETS), but this will have minimal effect without a major rise in carbon prices. Researchers at the Tyndall Centre for Climate Change Research found that:
* In order for aviation to play its part in keeping EU carbon dioxide below dangerous levels the EU must considerably strengthen the aviation ETS proposal.
* Current and envisaged carbon dioxide permit prices of less than 50 Euros per ton will have little impact on the demand for flights - and hence will barely affect the rapid growth in aviation emissions.
* Even a much higher carbon price of 300 Euros per ton would only result in a moderate increase in ticket prices, and therefore only a moderate reduction in demand and emissions growth.
* The aviation ETS proposal will not provide sufficient incentives for the aviation industry to make the necessary efficiency improvements in order for the sector to be part of a low carbon EU future
And recommends:
* Aviation should be brought into the ETS earlier, by 2010 at the latest. EU passenger numbers have recently grown at around 6-7 per cent per year, with emissions growing by six per cent annually. By 2012 EU aviation emissions are likely to have increased by 25 percent - 60 percent from 2005 levels.
* The EU should use a 1990 baseline for measuring carbon dioxide from aviation. This will make the ETS more effective at cutting emissions and bring aviation into line with other sectors and the Kyoto Protocol.
* To maximize the economic efficiency of the EU ETS carbon permits should be auctioned (6) - not allocated to airlines for free - in line with the 'polluter pays' principle and recommended in last year's Stern report.
* Improvements to aircraft and engine technology must happen faster than ever before.
* Operational changes such as improved air traffic control and measures to improve aircraft loading must also be introduced.

Iran came in second - doubling the 113 people it put to death in 2005, to at least 215 in 2006. Image Motivation and Monetary Incentives in Behaving Pro-Socially". The working paper "examines image motivation--the desire to be liked and well-regarded by others--as a driver in pro-social behavior (doing good), and asks whether extrinsic monetary incentives (doing well) have a detrimental effect on pro-social behavior due to crowding out of image motivation". It concludes that, "By definition, image depends on one's behavior being visible to other people. Using this unique property we show that image is indeed an important part of the motivation to behave pro-socially. Moreover, we show that extrinsic incentives interact with image motivation and are therefore less effective in public than in private. Together, these results imply that image motivation is crowded out by monetary incentives; this means that monetary incentives are more likely to be counterproductive for public pro-social activities than for private ones".

This report warns that at least one livestock breed each month has become extinct over the past seven years, and its genetic characteristics lost forever. At least 20 percent of the world's breeds of cattle, goats, pigs, horses and poultry are at risk of extinction. This is happening at a time when climate change and the emergence of new and virulent livestock diseases highlight the importance of retaining the capacity to adapt our agricultural production systems. The International Livestock Research Institute (ILRI) adds that modern agricultural methods had overlooked the benefits of genetic traits like coping with drought and tolerating disease that evolved in the developing world. 70 percent of the world's breeds are found in developing countries. The industrial world has six narrowly defined breeds that make up 90 percent of cattle.

However, Aviation Security Inspectors face challenges monitoring and reporting air carrier compliance with federal regulations that address the acceptance, handling, and screening of cargo transported on passenger aircraft. The Transportation Security Administration’s inspection process may not accurately represent the extent to which air carriers comply with cargo screening requirements. <<>> to determine compliance <<>> We reviewed inspection reports that specifically addressed screening compliance at five selected airports and concluded that determined compliance or noncompliance based on actual observations. Additionally, the Transportation Security Administration does not provide sufficient resources for air carrier inspection coverage. Therefore, Aviation Security Inspectors do not have the capability to monitor cargo screening activities and are unable to report accurately on air carrier compliance. The Transportation Security Administration’s compliance database, the Performance and Results Information System, is ineffective as a tool to monitor and report air carrier compliance with screening regulations. The current level of oversight does not provide assurance that air carriers are meeting congressionally mandated goals of tripling the amount of cargo screened for passenger aircraft and that air carriers are properly applying exemption rules for cargo screening. Consequently, the process increases the opportunities for the carriage of explosives, incendiaries, and other dangerous devices on passenger aircraft." They made seven recommendations, of which one has been fully implemented. This was one of the issues addressed in the House Committee on Homeland Security hearing, "Holding the Department of Homeland Security Accountable for Security Gaps". Russian students return to school on 1 September, the Day of Knowledge. For many years a day of celebration, it is now clouded by memories of the 2004 Beslan school siege, in which 331 people, mostly children, were killed.

School reconstruction in the north and east is uneven: the legacy of decades of conflict and the aftermath of the 2004 tsunami. A camp for internally displaced persons in Alles Garden, not far from Trincomalee, is the only home 14-year-ole Vinoka Rosari has ever known.

THAILAND
Hundreds of schools in southern Thailand have been forced to close due to repeated insurgent attacks. Human Rights Watch has documented the tragic impact of these attacks. In their most recent report they explain:
"Since the resurgence of insurgent violence in January 2004, Pejuang Kemerdekaan Patani have put the Thai education system as their primary target, calling it a symbol of infidel occupation and suppression of ethnic Malay Muslim identity. To date, 71 teachers from government schools have been murdered and more than 100 injured in attacks carried out by alleged separatist militants, while 170 schools have been burned down. Thai security forces have struggled unsuccessfully to protect schools, teachers, and students. The lack of security has occasionally forced government schools in a district or even an entire province to close down. Against the backdrop of growing attacks on teachers and schools, General Surayud announced on June 18, 2007, that he had ordered the closure of schools in remote and violence-prone areas across the southern border provinces".
